All PR should include a line in the CHANGES.rst

In order to better manage the project we should add a rule that every PR must include a line in CHANGES.rst in order to keep track of things and eventually realease a new version on pypi with clear information.

This could be implemented with a GitHub action that checks if the CHANGES.rst has been changed in the PR
