Transfer student projects ownership to students

Once the course has ended (= grades are issued and finalized, nobody is going to contest anything), this is a very natural logical action. The instructor is done with that cohort of students and does not need to see their projects or be concerned about edits in them etc. Students, on the other hand, may want to keep those projects longer. Or not. If the projects use considerable space, it would make sense that the students make a choice - delete/lose it, or pay for appropriate licenses.

Implementation: have a button in the course interface, Actions tab, probably, "Transfer projects to students", similar to transferring compute servers.

Should be very easy once #413 is done.

Quick question: who is allowed to do this?

I would say "the current owner of the student projects", just so that TAs cannot mess things up by accident.

There may be an extra check that this is happening after the course end date, if it was entered.
