/moveto same channel

The `/moveto` should display an error and not be triggered when the destination channel is the same as the channel to command was used in.

A condition [here](https://github.com/pyslackers/sirbot-pythondev/blob/master/pythondev/slack.py#L479)
comparing the id of the incoming and `to` channel should suffice
