[2.0] Adjust version number display

I like how the .info site displays the versions:

• All version numbers are shown. Currently, the .org site will hide 7.2 version numbers if the host supports 7.3. This means that anyone looking for 7.2 hosting won't see their full range of options.
• The order of hosts is determined by how up-to-date their versions are, not alphabetically. This gives hosts an incentive to keep their versions (and phpversions data) up-to-date so they rank higher in our display.

Thoughts on including these features in the new .org site?

Basically, we can leverage the spaceship operator to help compare hosts when sorting. If a host doesn't support a particular minor version, make it 0.0.1 which will always be "less than" an actual PHP version.

interesting, it looks like a case of missing data somewhere in the PHP side, because its there in the yaml. I'll take a look!

I made a few changes... mainly because I think the way I structured the data originally is a huge pain for JS sorting so I moved it to the PHP API. Not completely done but curious.

It's looking better! All the versions show up now which is awesome. But if I had to nitpick, I think there's still a little room for improvement:

• Can we add spaces between the versions?
• .info sorted the versions in descending order from left-to-right. This made it easy to quickly see which version was the newest. This current iteration shows 7.2.1 first for Unleashed, making it harder to see that our latest version is 7.3
• I liked having the version numbers in dedicated columns so you could quickly see which hosts did or didn't support a particular version. We lose that by lumping them into a single column. I'm not opposed to doing that for EOL versions, but I do miss the dedicated columns for supported versions
• Thoughts on changing the sort order of hosts per our early comments above?

to your last point: I think it's good. Ill take a look at fixing it this week. I think Lodash can help me out here.

I'd like to get this over the finish line. @colinodell do you have some time to circle up and see what we can do to get this done? I've been busy elsewhere but I'd like to get this to a stable place that you and I can close this and move everything over to actually using PHP and provide an api for others to use as well.
