re-generate commit activity  when mirgrate a repo

### Feature Description

I think it would be better to re-genereate commit activity as actually made time when you migrate a repo from other platform, now gitea only show little activity  about this migration, this may affect
1. push a new repo to gitea(gitea already create empty repo or not)
2. migrate a repo from gogs
