Create a new version for go stack to support golang version 1.20

Issue Description

After the completion of #1300 we could add a version for go stack to support go version 1.20.

A similar PR to this task might be: devfile/registry#169

Acceptance Criteria

• Create a new version of go stack that will support golang version 1.20
• The new stack version is tested sufficiently.

In order to test this change locally, one can do the following:

• Follow the contributing guide for adding a new stack version. https://github.com/devfile/registry/blob/main/CONTRIBUTING.md#contributing

• Test if the devfile registry builds locally:

1. Build your updated devfile registry (more info here)
2. Run a local instance of minikube.
3. Deploy the registry image on minikube (more info here).
4. Check if the registry viewer is able to show your stack's version.
