FR: Make module order in quick access panel customisable

I like the general idea of the quick access panel, but I think it would be more useful (at least to me), if I could reorder the modules to match the order in which I typically apply them. For example, I usually start processing of a new image with adjusting exposure, so I'd like that to be at the top. However, in my current setup, it is at the very bottom, I even need to scroll.
As a result, I rarely use the QA panel at all, as it doesn't give me much speedup compared to just going to the modules directly.

Describe the solution you'd like

At least for me, the QA panel would be more useful, if I could freely order the modules as I want. Note that I'm not talking about their order in the pixel pipeline, just the order in which they are displayed in the QAP.

Like the other tabs in the side panel, the order in the QAP reflects the pixelpipe order. I think it would be rather complicated to make the QAP display order independent from the pixelpipe order (and it definitely won't happen for the other tabs, that's been brought up and rejected a number of times in the past)

I don't mean to change the behaviour of the other tabs, there the current behaviour makes complete sense to me. Just for the QAP I would find it nice to uncouple it from the pixelpipe order so one could set it to the personal appliance order. But if it's very complicated to implement, it's maybe not worth the effort, this I cannot judge.
