Disable max value of blur radius in blur module

I think the max value of blur radius (128 px) in blur modul too low when it used in motion blur mod on high-res photos.

Maybe it better:

• with unlimited max value - as in some other modul
  or
• value in 0 - 100% where the maximum is computed from the original uncropped diagonal image size (from top-left to bottom-right)

The current implementation of the blurring takes time proportional to the square of the radius. A 4096-pixel radius blur would take 1000 times as long as a 128-pixel blur.

As @ralfbrown already wrote, a maximum value equal to the image diagonal may be impractical from a computational time perspective. So in practice, it is better to settle on certain smaller value that will not depend on the image size. But then there is no point in replacing real values ​​with percentages.
