Pattern Inserter: Add spinner to loading screen / Show "no results found" only after no patterns are found

What problem does this address?

When opening the pattern inserter the text "no results found" is displayed by default, even when the patterns / the editor is not fully loaded yet.
This is confusing because it looks like the theme / plugin / website comes without patterns, which is not the case.

What is your proposed solution?

Best would be if a spinner is added until all patterns are loaded or it's clear that no result is found.

I think this is a duplicate of #68232. The loading state was intentionally removed in #67072. cc @ellatrix

ig it should still not show "no results found" when loading initially

From my understanding, previously spinner was removed so that patterns would still be browsable
As the original implementation was using isResolving which used to be true even some of the entries were loaded, users weren't able to browse until all the entries were loaded...

I've linked a PR in which I'm using a simple state variable when gets set totrue once a single entry is added to categories variable, hence making browsing still possible when categories are partially loaded

I don't know if my approach is the most ideal one but I found it to be working, feel free to let me know if I'm missing something
