Issue with role assignment on a management group (azure-integration/azuredeploy-managementgroups.json) #698

Describe what happened:
We are trying to apply this ARM template, but the assignment part for a management group is not working: https://github.com/DataDog/datadog-serverless-functions/blob/master/azure/deploy-to-azure/azure-integration/azuredeploy-managementgroups.json. Meaning, it's assigning the right to the resource group instead of the management group. There's no execution error.
Describe what you expected:
What I'm expecting is for it to assign the role to the management group.
Steps to reproduce the issue:
Deploy the template arm in the resource group on azure.
